Oklahoma City Contractor Registration Fees Compared: City Fees From $50 and Which Cities Require a General Contractor to Register

If you build, remodel or install in Oklahoma, you will deal with two layers of contractor paperwork. The first is state: the Construction Industries Board (CIB) licenses certain trades and registers roofing. The second is city: most cities register their own contractors before they will issue a permit. Oklahoma has no state general contractor license, so whether you must register often depends on the city where you pull permits. This guide explains how Oklahoma contractor registration by city works and compares the fees that cities publish.

The figures below come from city pages and forms as of 2026. Cities change their rules and fees, so confirm current numbers with the agency named before you budget or file.

Disclaimer: This is informational content, not legal or tax advice. Contractor licensing and registration can depend on your trade, insurance and contract facts. Consult a qualified attorney or CPA for complex situations.

The State Layer: No General Contractor License

Oklahoma does not license general contractors at the state level. The CIB licenses electrical, mechanical and plumbing trades and registers roofing contractors. For licensed trades, the CIB charges $330 to start and $200 to renew a contractor license. Roofing registration costs $75.

Two practical points follow. A CIB license is not a city registration, and holding one does not automatically satisfy a city's rules. Also, a licensed electrician or plumber working in Tulsa or Norman may still need the city's own registration, so check the trade and the city before you assume one credential covers the job.

City Fees at a Glance

The table shows the city figures published for this comparison. Where a city's fee is not verified here, the cell tells you to check with that city.

CityWho RegistersNew or InitialRenewal

No city in this comparison has a verified fee of $0. The lowest published city figure is $50, and the highest is the $300 Tahlequah initial building contractor fee. The $330 state figure is the CIB's starting license fee, not a city fee. A contractor working in several cities can easily pay more than one of these charges in a year.

Oklahoma City

Oklahoma City requires electrical, plumbing, mechanical, elevator, boiler, residential building, driveway and fire specialist contractors to register before they can pull permits. Electrical registration costs $100 for the initial registration and annual registration. Check the city's rules for its other categories, along with insurance minimums, with OKC Development Services before you apply.

Tulsa

Tulsa's trade contractors register with the city after they hold the CIB license. The city no longer registers journeymen or sign contractors, and it does not register general contractors. Check the Tulsa fee with the Tulsa Permit Center.

Norman

Norman requires electrical, mechanical and plumbing contractors to hold an active CIB license and to renew their registration by March 31. Sign contractors must post a $2,000 bond. Confirm current registration fees with Norman Development Services.

Cities That Register a General or Building Contractor

Few of the cities reviewed here register a general contractor by name. Mustang is one of them. It registers general, electrical, plumbing and mechanical contractors at $100 for a new registration and $50 for renewal.

Tahlequah registers building contractors at $300 for the initial registration and $50 for renewal, on a July 1 to June 30 cycle. It also requires $50,000 in general liability coverage plus workers' compensation. That $50,000 requirement is Tahlequah's own rule. It is not a statewide threshold, and other cities set their own insurance terms.

Sapulpa requires a $125 registration on a July 1 to June 30 cycle.

Cities That Do Not Register General Contractors

Stillwater and Tulsa do not register general contractors. Stillwater does register several specialty trades: electrical, mechanical, plumbing, sign, street works and structure mover. New registrations cost $200 and renewals cost $55. If your work in Stillwater is general construction, confirm with the city which registration, if any, applies to your role.

Yukon also registers building contractors alongside its trade categories at $150 for a new registration and $50 for renewal.

Cities Where You Must Check Directly

Each of the following cities registers its own contractors, and its fees are not listed here. Check the city before you bid:

  • Moore
  • Midwest City
  • Del City
  • Edmond
  • Enid
  • Ardmore
  • Chickasha
  • Muskogee
  • Broken Arrow
  • Bixby
  • Bartlesville

City rules diverge, so register in every city where you pull permits. A contractor who works across county lines may need several separate registrations.

Other Costs to Plan For

Registration is only part of the paperwork. The state filings and tax registrations below apply to many contractors.

  • Entity formation: An LLC files Articles of Organization with the Oklahoma Secretary of State for $100. The annual certificate costs $25 and is due on the formation anniversary, with a 60-day grace period and no late fee. An LLC that misses the 60 days stops being in good standing. Oklahoma has no franchise tax for tax year 2024 and later.
  • Sales tax: If you sell taxable goods or services, register with the Oklahoma Tax Commission through OkTAP. A sales tax permit costs $20 for three years. The state rate is 4.5%, and the Tax Commission collects city and county sales tax on the same return, so combined rates run from about 8.25% to above 10%.
  • City business licenses: Oklahoma City and Tulsa issue no general city business license. Some cities do charge a general or occupational license, including Bartlesville, Yukon, Sapulpa, Bixby, Tahlequah and Mustang. Counties issue no business licenses. Oklahoma County and Tulsa County run zoning and building permits only in unincorporated areas.

Where to Confirm Current Information

Bottom Line

Oklahoma has no state general contractor license, so the registration you need depends on the trade and the city. Start by listing every city where you will pull permits, then check each city's trade list, fees, renewal dates and insurance terms. Budget the $330 CIB start-up fee for licensed trades, and confirm every city figure marked for checking before you commit to a bid.
